In France, Low Carbon Industrial Zones (ZIBaC) refer to specific territorial areas dedicated to industrial activities committed to a collective approach aimed at reducing greenhouse gas emissions. These zones aim to pool innovative decarbonization solutions and transform industrial hubs into collaborative, sustainable, and competitive ecosystems.
The ZIBaC Call for Projects: A Decisive Push
Between 2022 and 2023, the French government launched the ZIBaC call for projects under the France 2030 initiative, aiming to identify and support industrial zones eligible for this certification. The selected zones receive public funding to implement shared infrastructure dedicated to decarbonization.
The Winners of ZIBaC
Seven zones were selected through this call for projects:
- SYRIUS Project in Fos-sur-Mer: Led by the PIICTO association, this project brings together over 40 industrial players committed to a collective decarbonization effort. More details here
- DKarbonation Project in Dunkirk: Led by the public interest group Euraenergie, this project gathers about thirty industrial actors. More details here
- SOCRATE Project along the Seine: Led by Haropa Port and the industrial-port areas UpSide (Rouen), InCase (Port Jérôme), and Synerzip (Le Havre). More details here
- Loire Estuaire Decarbonization Project: Conducted by the ADELE association, this project involves five partners. More details here
- DECLYC Project in the Chemical Valley (Auvergne-Rhône-Alpes): Led by the AXELERA competitiveness cluster, this project mobilizes fourteen partners with the aim of accelerating decarbonization in the Chemical Valley. More details here
- Bees ZIP Project in Bassens and Ambès (Nouvelle-Aquitaine): A joint initiative by the Grand Port Maritime de Bordeaux, Bordeaux Métropole, Michelin, Sarp Industries Aquitaine and Pyrénées (SIAP), EDF, and Teréga. More details here
- Green Energy 06 Project in Grasse (Provence-Alpes-Côte d'Azur): Led by Prodarom, the Nice Côte d'Azur Chamber of Commerce and Industry, and Green Energy 06.
Collaborative Industrial Ecosystems
The main objective of ZIBaC is to create collaborative industrial ecosystems where multiple companies cooperate to share decarbonization solutions. Some of the initiatives planned include CO₂ capture and transport, the development of green hydrogen, the implementation of heat networks, and the creation of hydrogen distribution hubs. These zones are expected to become models of innovative and sustainable industry.
Challenges and Perspectives
The establishment of ZIBaC addresses several key challenges:
- Emission Reduction: Significantly reducing greenhouse gas emissions from the most polluting industrial zones.
- Competitiveness: Enhancing the competitiveness of French industries by positioning them at the forefront of ecological innovation.
- Attractiveness: Attracting new investments by offering a framework conducive to the development of sustainable industries.
By fostering cooperation among industrial players and financially supporting decarbonization initiatives, ZIBaC represents a critical lever in achieving France’s climate goals and promoting a more environmentally friendly industry.
